I find black very annoying and harder to keep clean than white and if you just have a line or base of it and it's not kept spotless it'll show the dirt that much more
With my obsessive compulsive cleaning roommate the cleanliness won't be an issue. He has this 'love to clean, especially bathrooms' mentality that I just don't get. He actually volunteers for it at the jobs he works (restaurants, Walgreens, GAP...) and those are public... *shudders*
Guess it depends on what you're going for. White helps make the room look brighter and larger, while the full black makes a bold statement that you want it to be different. I think I like the subtler nature of the black sill the most, though as donutsweeper said, harder to keep clean for people who don't like cleaning.
I like the white frame better. (Maybe replace the blinds with black blinds or curtains.) Well, actually, I really like the black sill, but find the fact that it does not line up with the line of black tiles really distracting. My second choice would be the black frame.
On a side note, have you thought about adding crown molding? Wait... *looks more closely at the picture* There is crown molding up there, isn't there? I would paint that black as well, I think.
To me, all of it black is too much, but just the base isn't enough. I do like just the base best of the options you presented, but I'd be tempted to paint the bar on the blinds black, too (or something similar that only gives just another little hint of black).
