Maybe your video card needs to be updated? Go to the video card's manufacturer's website and install the newest update for it.
My neighbourhood view has always looked like that, but it's because my video card is not quite good enough for running TS2, so updates won't help one bit.. But I'm assuming your game used to look better? So that's why I think updating the video card might help :)
How do I find out what my graphics card is? is there somewhere on the computer than will tell me? Yes it looked normal 4 months ago and when I turned my game on last night it looked like that :/
My neighborhood looked like this when I had a computer with integrated graphics rather than a video card. I wasn't able to do anything about it until I bought a video card and installed it.

When I replace it, I place this new file exactly where I found the old one right? In the config? That might be a stupid question, but when I read it could mess up your game I get paranoid lol
Sorry, I think I worded that part a bit weird. You replace the original Config file with the new copy you just edited (let it overwrite). But if you've copied the original Config file twice and kept the second copy as back up, you'll have nothing to worry about. You can restore the second copy if your edited one mucks up your game, which is shouldn't, if you've followed these steps correctly :)

You replace the original Config file with the new copy you just edited (let it overwrite).
