Our outside cat, Dash likes to sleep under the car wheels too. And he also sometimes DOESN'T move when we get in and start the car up, LOL.

I think you're going to have to have a talk with your neighbor. Obviously, Precious thinks she's your cat. (I don't know if this is a good or bad thing, though.)
