I guess what it comes down to, to me, is that winning over himself as he did, when he had fallen so low, is greater than being a Jedi. So while I agree with the last bit of what you're saying, the hypothetical "should have" I'm not so sure about.
Of course, it could be argued that if that was true, ghost!Anakin should still have been the marred figured Luke met. But that would have implied that he was still being punished, while it's pretty clear he was forgiven, so I think healing him is the best option, while de-aging him - with all that implies - isn't.
