Katsura might have been stalking Gin to make him join the Joui, like always. "Join me, be my Robin!", as my favourite DC comics character, Jason Todd (the second ex Robin who's on bad terms with Batman now) would say xD Those two boys should form a support group "Sidekick Seekers Anonymous". Can't understand how people can resist such an offer from such attractive guys (well, maybe in Jason's case because he kills people a tad often in his crusade, but Zura's already past the blow up everything stage).
Or he was stalking Sho-chan and the Shinsengumi xD Or got lost Ryoga Hibiki style - I wouldn't put that past Zura, he kind of lives in a world of his own at times.
If you read the manga, and actually listen to what Gintoki is saying while sliding down on Sho-chan(HorribleSubs doesn't just subtitle, it substitutes!); Katsura is following on the gag set in the New Year's cards arc, where he said that he was on standby in the Christmas arc. This is not apparent due to the episode airing structur, the gags only made some hilarious sense in continuity, apparent in the manga.
So, Katsura is stand-by extraordinaire. A true comedian.
