Look up Sheriff Joe Arpaio, Maricopa County, Arizona. The entire department's dedicated to misuse of authority in a racist manner.

Sheriff Joe, scourge of brown people...who's managed to go over numerous lines to such a degree than the Department of Homeland Security is trying to wash their hands of him.
