She mentions elsewhere in the book that both the aviators and the navy are under the admiralty. No explanation given; that's just how it is. Thank ghu I finished the book today; maybe I can get something done tomorrow.
I'm so glad you recalled that; I was thinking the same, but didn't feel confident that I wasn't somehow making it up in order to reconcile the discrepancy!
Thanks--and now that I think about it, I think all the battles mentioned in book 1 were support for naval battles. I wonder if this parallels the development of air forces in our time, first engaging only over sea--out of concern for civilians?
