Could there be such a thing as a Non Profit Oil Company? One that only charges operating costs? No profit?! Could there be tax break for this company so as to lower their operation costs even more, passing that savings on to the consumer?

In theory, yes. In reality -- not bloody likely, and it would probably go under with the next oil bust if it didn't somehow find the revenue to explore for new wells.
