At first glance, I was wondering 'where's the Uchiha fan? It's not on Sasuke's shorts...' and then I spotted it around his neck. ^___^! In fact all the little details of this picture were very enjoyable to look at.
The colouring of the background looks lovely, but the figures in the BG aren't quite in perspective. I recommend looking at this book (Figure Drawing for what it's Worth by Andrew Loomis - it's available online for free) this section (http://www.fineart.sk/index.php?s=16&cat=12) and this page (http://www.fineart.sk/show.php?w=905) in particular.
Also, the link to the tutorial doesn't seem to be working - I'm getting a devart file not found? I was kind of curious!
*There I corrected the link, there was a %20 added in the URL so it didn't worked because of that* Maybe I need to send the visor to Naruto's company to make it xD. Anyways, yeah, there are problems, but I didn't even drew the characters in the background first, so I just used a brush and quickly drew them, not caring if they looked bad, but in the next one, I'll take more of my time to make them in the perspective they deserve.
