With a jolt, a further realisation flooded him: He could never say it before because it was always at a time marking the end of something, rather than a beginning. Here he had that beginning, new growth, rebirth in the time of Spring. His second chance.
I loved this. I have never thought about it this way before. He only ever considered telling her when there was a almost certain death facing them. He couldn't ever say it because it was the end... but now he has the beginning, and the chance to start it off right.
Definitely going into the memories :)

It was an idea that occurred to me while I was writing the story, I hadn't planned on it. But I was trying to think of why this situation was different from the others, apart from the obvious.

I think so, yeah. And I was trying to convey that a little bit. That he absolutely does feel it (which we know), but that it needs to (in that moment) come from the new him--that that's what Rose needs.
