OK, I went through every single episode in which Sam appears and have tracked the dogtags via screencaps.

I bet his military tags were taken from him when he was arrested in Revelations.

For a long time, I thought for SURE he had Kara's tag back at the end of TAB, and then I was really surprised to see that's it's not there.

I think that black shirt in the New Caprica arc is high enough cut around his neck and thick enough, maybe it just doesn't show up. *nods* yes, that's it. Unless maybe it's hanging down in the resistance base in a safe place, so that if he gets captured, it can't be taken from him, like it almost was in Downloaded. And he doesn't put it back on until the exodus battle begins... *handwaves*

Well, and again, with the shirt in TAB it has a high enough collar it could be underneath and we wouldn't see it. But I tend to think if she'd just given it back Sam would want it out in the open.

I tend to think they just forgot about the tags at the beginning of season 3. And didn't remember them again until they were directly used again in Collaborators.

Also, didn't we see a glimpse of them hanging in Kara's locker in UFB? Right after they sex it up in her rack, she looks at the tags which are hanging in her locker. Or I could be remembering wrong.
