Javascript is a programming language that web page authors use to add little tricks to their website. I don't know specifically what kind of tricks you are running into problems with, but stuff like popups and whatnot are usually handled by Javascript.
Try Firefox. It uses a completely different Javascript engine and should work perfectly fine after you install it. It replaces Internet Explorer and is considered safer.
As for the fan issues, your computer guy lied. Fans, or the fan+heatsink combo that you probably had break, are easy to fix. Finding one to fit your processor, however, can be difficult.
On a personal note, I'm sorry I haven't replied to anything lately, I lost my bookmarks and the toolbar button I clicked to get to my friends page vanished, and I've kinda forgotten to check it for the past few months, until Lauren was like "have you seen my LJ post?" and I was like "uhhhh...."
