pointing to the 10th amendment, while not always wrong, is a favorite sport of republocrats in order to avoid having to take a stand one way or another. ;)
I find the beginning part of that quote kinda telling though. (Emphasis mine)
"As many of you know, one of my daughters is gay and it is something we have lived with for a long time in our family. I think people ought to be free to enter into any kind of union they wish."
You "live with" diseases in your family. You "live with" poverty. You generally don't live with things that are positive or neutral - that phrasing is mostly used with respect to something negative or unpleasant. He "lives with" this daughter being gay.
Thus, even knowing (and presumably loving) gay people only has so much of an effect upon one's outlook on rights.
It's an entirely consistent position! The right to marry, like the right to an abortion, is something that should be as piecemeal as possible. Maybe your state provides it? Who can say. But certainly the Federal Government shouldn't be in the business of "regulating" your "rights".
Now something like environmental regulation, it's very important to define federally! No confusing patchwork of laws varying from state to state, just one low standard that industry can ignore, since we won't bother enforcing it.
