Puerto Rico was conquered during the Spanish-American war(s) in Central America and South America around 1900 and then never released again. So technically, it's rather a colony - and that's how the US also treats it. No full rights, no becoming a federal state of the US, but becoming an independent country is also not granted (as the US never lets conquered lands, satellites and colonies go again - unless they get kicked out, just like in Afghanistan).
