Hm... I would make a difference here between the outsourcing of production (this can technically be initiated by US firms, and is also quite often done so) and foreign investment coming to the US.

Outsourcing is done in order to receive the same ware or service in about the same quality, but for a lower price.
By tendency, US capitalists are obsessed with always getting everything for the lowest price - so they can shove down more profit down into their own pockets.
At the same time, they tend to ignore education levels, quality and if the workers who do the job actually are professionals in their occupations or if they have just been "trained" in a short cram course.
So to say, they're going for a scheme of "minimum effort - maximum profit".
Quality and service needing to get done having its respective price in the world - this is something like a paradox they don't understand, and therefore try to push out of their sight (and out of their perspective of the reality).
