Hm... I guess, locking people in jail for dealing and for consumption works as long as the drug consumption level in society hasn't outgrown you. So that treatment still serves as an example to all the rest what happens if they get caught or join this business sector.

But, if it has grown too large... Similarly as much as it has outgrown you, it should increasingly overwhelm your social support nets.

Anyway, one shouldn't forget in this whole issue that most of the famous hard drugs once were even produced by commercial enterprises with a degree of purity like medication - simply because they were also used as suchThat's why, for example, German pilots who were supplied with cocaine, speed and amphetamines to stay awake for longer and be more concentrated during their "task" during WWII never looked as run down as drug users of the past 20 years ( ... )
