All millionaires should be forced to pay into such funds - because lots of them enjoy condemning abortion for people without money, but make arrangements for 3 for their own daughters if it fucks up their career plans. So obviously, they have no problem with the procedure in fact - so they can also make sure, the normal populace can use these services too.

Helping birth control, that's a different measure to reduce human emissions on the whole (not just C02).
This is even effective indeed - because there can be no fraud via white-washed statistics of factory equipment. Humans which aren't there are humans which aren't there.
