the inevitable drift of any immigration debate

I'm frustrated that any effort to try to reform legal immigration in this country turns into a debate about illegal immigration. If I were a legal immigrant, I would probably be offended that people always lump both issues together.

A change in terminology is needed. There are immigrants (which implies legal procedure) and trespassers (which implies an illegal presence).
