Dragon Quest 9 Question

I've been playing a bit of Dragon Quest 9 lately. At what point do you get access to Sellma, the Wi-Fi DLC NPC? I've gotten to Stornway, made my party, and can do tag mode and local multiplayer, but Sellma hasn't shown up yet. Is it a later in the game thing, or even a postgame thing? I was hoping to at least be able to start working on DLC

Also, don't sweat it too much, a lot of the stuff Sellma sells is pretty reasonably priced, especially the alchemy ingredients.

I am looking forward to getting the alchemy pot and being able to do something with all these random things I have been acquiring, though some of them have come in handy for quests.
