It's Tachibana Ukyo from the Samurai Shodown series. Arcade game, I'm not entirely sure how many iterations it has, I played it 'till #4.

Thanks a bunch! Back in the long-long-ago, one of my friends used that character as their avatar for message boards--so I associated that character with him for years and years and never knew who it was. = P
