I'm positive the Malnosso designed it to be such. Giving out secrets like this is hard if no one can even remember the secret to begin with. For it to be an 'unfortunate side-effect' seems to convenient.

Alright, I know you aren't as dumb as you act. Even you must realize that when people leave they forget Luceti. Like a fading memory that only stays for a few seconds and then is abandoned. They wouldn't even remember you when they go back, so why bother with remembering them?
