Do I reckon it's the best HP? Hmm... it was certainly very good but as a stand-alone film it, of course, doesn't work very well. I think the best is a tie between "Azkaban" or "Order of the Phoenix" for me, personally. But in terms of epic-ness and emotion the last one is amazing. :)
