The reason he's kissing her has nothing to do with romance and everything to do with saving her life. There's no romantic interest on his end whatsoever, at least right now. I'm not Uncle Rusty, so I can't say what's to come in the future. Pretty sure it stays that way through the whole season, from the bits I've heard.

Saving her life? Puh, that’s always his excuse! Does look like there’s a suggestion of romance though, or at least some interesting chemistry, but then -much as I love Rose- where’s the fun if there isn’t?

I know he's saving her life because it's been stated outright that's what it is by at least one person involved in the show.
