One of my concerns is that if Obama wins in Nov. The Gov. will appoint himself to the Senate to fill out the rest of Obama's term. It seems like the idiotic sort of move that he would make.
My understanding it's within the governor's right to appoint the replacement to the senate without an election. So theoretically he appoints himself... and I guess the Lt. Gov becomes Governor until the next election can be held.

Sir, you are right and I apologize.
In the case of a HOUSE vacancy, there's a special election "within 115 days". In the case of a SENATE vacancy, Blago picks someone.
10 ILCS 5/25‑8 "When a vacancy shall occur in the office of United States Senator from this state, the Governor shall make temporary appointment to fill such vacancy until the next election of representatives in Congress, at which time such vacancy shall be filled by election, and the senator so elected shall take office as soon thereafter as he shall receive his certificate of election."

I wish we could get Jim Edgar back. As Illinois governors go, he was pretty good. (yes, I know that's a pretty low standard.)
