No, it isn't. It's Feudalism, a.k.a. Neoliberalism, associated with Pinochet, Thatcher, Reagan, etc. The ultimate goal is to recreate the lords-vs-serfs distinction in society, preferably by resurrecting the concept of "inherited guilt" so some people get stamped at birth as serfs and forbidden to ever move up (e.g., if your grandparents were illegal immigrants, you come into this world as a stateless bastard who can never become a citizen, exempt from minimum-wage laws, etc).
If you read history books (which are usually written by liberals), Feudalism is thoroughly unAmerican and attempts to impose it have repeatedly been stopped by our national heroes. If you look past the books at the actual history that they're trying to bowdlerize, Feudalism is what America has always been trying to achieve, except for occasional crazy-liberal periods.
