The Daisy ad (and others) was counter-campaigning, and admittedly brutal, and fear-mongering. The difference is the Russians actually HAD nukes, and Goldwater had made some rather pervocative statements regarding the use of those weapons by the U.S. of A. The "Men's room of the Kremlin" line comes to mind.
