It's not clear why she voted for the Senate Finance Committee bill during the committee markup but is now not voting for the existing Senate bill. Of course, she could end up voting for the bill itself.
She's claimed 'she needs more time', which is really about as bogus as you can get. She's only be immersed in the arcania of HCR for nine months now...
My guess is she's concluded that it's a win-win for her. The bill gets passed, and she shores up her conservative credentials, making any sort of challenge from the right far less likely. That seems to be her only vulnerability; there's no way she loses a general election.
