The last time it went above 9% was the 1992-1994 recession. It hit 11%
in 1983.

A quick scan of the graph suggests that this
is the steepest year-to-year increase

It's going to go much higher. We will soon see layoffs of state employees (many of whom should never have been hired, but that's another story) courtesy of the budget crisis. No matter what the rhetoric is in Sacramento, expect about 5-10% staff layoffs in state government.
