I was just going to encourage you about the novel writing thing, and then found your reference to myself! Why thank you, kind sir! (Waiting, so much fun.)

Anyway, about your writing....

Yes, if you feel it is dragging, it probably is. If you can't keep yourself engaged, how can you keep the readers there? My suggestion is that you go back to the problem chapters and ask yourself, what was the important point in them? What elements in the chapter did you really like? Keep those and toss everything else out. And then figure out what you still need to get you from Point A to Point B. And make the new bridge zingy.

Is it that you're trying to keep the chapters of similar length? If so, stop that now! ;)
