Case summary: Description of events leading to and following the quarantine of Torchwood 3
Interview with Captain Jack Harkness.
"Captain Harkness, could you please tell us why you abandoned your post prior to the Toclafane invasion?"
"None of your damned business."
"Then would you please explain what you were doing travelling with the Doctor and breaching security by bringing him into a Torchwood facility."
"That's easy. We needed a little help restraining the Master and I had just the thing in the safe. As he had just ordered the American President assassinated and turned out to be a homicidal alien I figured as a member of Torchwood it was my duty to help apprehend him."
"And the fact that you had been having a relationship with not only the Doctor but with a junior member of your own staff is..."
".. none of your business."
"........................"
"Fine. Would you please tell us what happened when you headed down to the cells to interrogate the alien pilot?"
"Sure thing. We left Ianto safely secured in the Hub and went down to the cells. We had nearly 70 people crammed in down there, all seperated for their own good and boy were they unhappy about it...."

Tosh hung back as Jack led the way, hiding behind him but also staying close to him to avoid being left behind with the Time Lords following them. Something about them gave her the creeps. Or it could just be the fact that she had the mental image of Jack and the Doctor stuck in her head. She had only just gotten used to the idea of him and Ianto... She shuddered slightly and pushed ahead at last, leading the way as they headed down to where the pilot was kept. As they entered the cells Jack winced as he saw the cells filled with humans, all banging on the glass and trying to get out. As the Time Lords entered behind them Jack strode forwards then stopped as one of the virus victims called his name. Then another did. And another.....
"You slept with all of them didn't you." The Master was sniggering again as the trapped humans threw themselves forwards, calling for Jack. He winced as an elderly woman in the corner started calling to Jack and inching up her dress over her baggy stockings. "Oh now that is just wrong." Jack shrugged his shoulders and gave her a quick wave.
"I was hanging out here for 100 years you know."
"Yes and you slept with most of Cardiff in that time." The Master retorted. The Doctor sighed and pulled the Master forwards as Jack gave up and started walking again. "Of course if they all get free we might get to find out if you can be shagged to death..." Jack stopped as they came to the pilots cell. He was huge and purple with a mass of tentacles coming out of pretty much anywhere. The Doctor came up beside Jack and frowned.
"But he can't be the pilot. He's a Shagaloff, they have real problems with flying, it's all the tentacles." Tosh noticed the tentacles all seemed to be waving in a quite specific pattern, as though greeting someone... She turned around and could see the Master making shushing motions to the alien which he quickly stopped as she turned.
"Jack...." He turned and looked at the Master and sighed.
"OK what did you do now?" The Master tried to look innocent and failed miserably as the Alien stood and waved at him harder, burbling slightly. A second later Jack could feel the TARDIS translating for him.
"Alright boss? Sorry I'm late." The Doctor sighed as the Master tried his best 'who me' look and failed miserably to convince anyone that he was innocent.
"Why do I have the feeling this is all your fault..." The Master waved back to the alien as best he could whilst handcuffed.
"Hello Frank. You're not just late, you're off course! You were supposed to be in London a week ago! This..." The Master shuddered as he looked around. "Charming place is called Cardiff. In Wales. Where the men are men..." He looked at Jack and smirked. "And the sheep are frightened....." Frank looked down, as much as a giant purple tentacled blob could look down.
"Sorry boss." The Doctor yanked on the chain, pulling the Master face to face with him, furious now.
"What did you do? Who is he? What is going on here?!" The Master sighed and pouted slightly.
"Oh calm down dear. It was supposed to be a surprise. Frank is just... my dealer. It isn't a virus as such, it was supposed to be a joke! A little something to help you relax..." Jack gently backed away from the Time Lords, pulling Tosh with him. The Doctor looked like he was going to blow.... The Master was slammed against the front of Frank's cell, sending the purple creature skittering back into the cell.
"What did you do?!" The Master tried to shrug, which was difficult as the Doctor's hands were around his throat.
"I... Just.... had... him.... bring ....a little.... lustialium... for... my ... party!" The Doctor released him, letting him slide down the glass into a heap.
"Lustialium?! That stuff is illegal in 6969 systems! And you wanted to bring it to a party?" Tosh looked confused and stepped forwards now, curiousity overcoming her fear.
"Lustialium? What is it?" Jack sighed and rubbed a hand across his face tiredly.
"It's a cross between a virus and a drug. Once you take it it, well, can add a real kick to a relationship. It's a recreational drug that was created for couples to use to add a little spark into fading marriages. It worked well, really well. Too well actually. If enough people in an area are exposed it mutates and becomes airborne. It fades away after about a year naturally but four planets pretty much humped themselves to extinction before the stuff was banned." Tosh winced and looked at the people around her.
"Well we think we've contained it before it became airborne so at least we can contain the damage." Her face dropped as she took in the people around her. "A year? I could be trapped down here surrounded by sexaholics for a whole year?!" Jack gave her a quick hug and a smile.
"It's ok, I had a little run in with Lustialium back when I was with the Time Agency. I know the formula for a sort of cure." He winced slightly as he looked at the Time Lords. "Only problem is it takes a good 24 hours to stew. I can set it up before we become affected but that still leaves nearly a day when we will be...." He indicated the people around him, drooling and yelling and banging on the glass trying to reach eachother. The Doctor was still glaring at the Master and nodded stiffly.
"We still have at least an hour, I'll help you two set up the cure then we can lock ourselves away so we can't do... well any harm." The Master sighed and wriggled back up to his feet.
"I knew you would be a cantankerous old git about this." The Doctor yanked on the chain, dragging him along as they headed back up to the hub leaving the miserable victims behind. Time to get to work.....
