In my experience, "You're Rich!" is the first half of the feeding cry of the leech:
"YOU'RE RICH! YOU GOTTA GIMME!"
And "Rich" is defined as "anybody who has Something I Don't and I WANNA!"
As a "rich fan" (i.e. I actually have a job and income), I have experienced this many times.
