Or, if the end user of the sofa *has* given specifications based on past sofa experiences. This brand fell apart fast, this one is not ergonomic and got us 6 L & I claims last year, this one takes up so much room that there is no space left for the coffee table.

However, the person in charge of purchasing thinks the sofa that lives up to all that is too expensive, to extravagant, or thinks that this random sofa they have sitting around will do just fine. Or, they hand you this roll of duct tape so you can fix the sofa that you just put in the dumpster.

This is why DC is stuck. We're forever "starting" projects that never get out of the meeting phase. We meet to discuss meetings because we can never figure out just what sofa will meet all the needs and coast less than $200.

I enjoy being on a team that works with such arcanities that any MBA who has the misfortune to wander into our department would wander off, head spinning, for a lie-down. We think they've learned not to question us, just to accept that we're the plumbers who make the pipes go. Nevertheless, we sometimes get impacted by their decisions upstream, as it were, and then they notice the smell when the sewers back up.
