Unfortunately, this is a not unusual occurrance in many populous cities. I have seen several blurbs through the years (from the 50's onward) of similar incidences.

It seems to happen when society starts fracturing and people become emotionally isolated even in large populations.

What's that phrase for something like, too shy to ask? "pai sei?" I think that's part of what's going on here - too shy, or scared, to step up and help the neighbours, for fear of being busybodies, or being too committed.

It happens in Malaysia also =(

"Pak sei", coupled with the increased isolation in large population - and you have a problem waiting or is already happening. :(

I'm going to agree with ladyqkat as well -- it does happen in cities quite a lot, especially in densely populated areas. You just end up not wanting to rock the boat until you can't bear it any more.
