He's not a woman as far as I could tell. Does this mean he needs more surgery? He's shown the intent of completing the transition and is a 24/7 male, so why should he have to wait to get married?

The court appointed doctors examined him and found that he doesn't have a penis and on that ground declared he is a woman. Seems a bit ridiculous to me, but I doubt that having surgery to install a phallus on him would make him any more a man than he already is. I guess it's easier to enforce faulty logic when they are the ones with the guns, though.
