This is, of course, a hoary old historical myth- it was actually HMG (if my memory serves, Henry Labouchére, the framer of the CLAA) who thought the 'practice' beneath their notice. Dear old Queen Victoria appears to have been a much broader minded character than she is generally given credit for!
