I think Spike and Angel aren't important on a "romantic" level but on a "metaphysical/philosophical/political" one in what they represent.

Yes to being important on a metaphysical/philosophical/political level, but Angel has also been shown to be important on a romantic level, in the sense that Buffy buys into the fantasy story of what her "romance" with Angel means. Just as Angel is one definition of romance, Spike will be another.
