Actually, it makes some sense. I can probably read enough Spanish to recognize some form of - if you can't read Spanish, ask for help. But not enough to manage a whole lot of things. Illiteracy is a spectrum. Most people who are functionally illiterate can read certain things, that's part of why it's so hard to convince them they need help.

I went to use the bathroom in the back end of our mall, and when I got there the doors were locked and there was a sign in the middle of them saying "Ada restrooms are located in the food court" I have no idea why but it was a permanent sign. LOL
