This neighborhood in the East End was riddled with decrepit infrastructure, from crumbling roads to questionable sewer lines this part of Gotham rarely received the kind of attention to it's decaying bones that the more 'acceptable' areas of the city did from civic coffers. Metal groaned and creaked as Connor pulled the beams loose from their mooring. In one hand he held the remaining structure in place as he dropped the rusted pieces to the concrete floor. They landed in a resounding clang that was muffled by the sounds outside.

"So, you're telling me you bribed city government?"

With the help of a pulley, Tim hoisted the new reinforced beams into place. Once Connor had them held together, he let go and moved in to apply the rivets and welding.

From behind the arc welder mask and over the sound of the torch he replied to the Boy of Steel's inquiry,
"It's not like that. More like I flushed out some political corruption and sent a few anonymous emails and a few choice phrases."

Carefully applied heat vision helped to move things along. Connor moved on to the next set of beams.

"Pfft. This street was supposed to be worked on months ago. If I hadn't threatened to expose the kickbacks going on, there'd still be no power on the block. We're just enjoying the side benefit of sound cover from all the construction work. I would have done it anyhow."

Assuming Babs hadn't beaten him to it.

He looks up to see the remaining gaps already welded and moves on.

Pulling out rolls of heavy insulated copper wire and fiber-optic cable, he opens a kit at the makeshift work bench.

"You got the rest of the supports? I want to start doing some of the wiring."
