The Flash pauses, which is an odd thing for him to do, as the chanting has stopped. "We'd better move on into the city. If freedom of thought and speech was your priority, where would you go?"

He thinks a moment as to the question.
"Well, someone activated the signal at Police Headquarters. Also, most buildings in Gotham were rebuilt after the quake to higher standards, so almost any place could make a good defensible location. We might try the Library, or the Gotham University campus.."

Unfortunately it's much of the same. Barry checks every room with his grandson and there's nobody present, unless they're particularly well hidden. "This is... unnerving." He stops at the principal's office.
