She told Babs she was looking into something and disabled her communicator so that her friend wouldn't know until later who Dinah was calling in. Special treatment was one thing, but the last thing she wanted to do was get Babs busted

"They've cordoned the area off, at least. This being Gotham, I don't know that they've had time to get the crime scene team out there, but Shreck was high-profile - if they're not there, they'll be there soon."

David Cain is already out of Gotham City, and is currently in a motel on the outskirts of Loch Arbour, watching the news reports about entrepreneur Max Shreck having possibly been murdered.
He smirks as he checks the pieces of his dismantled rifle, occasionally looking up at the television. All things considered, not a bad pay-day. He got to shoot Green Arrow, and just after the payment cleared in his account, Cain finds his erstwhile employer is now deceased.
Staring down the scope to make sure it's dirt free, he laughs, and then proceeds to put his equipment away, leaving the motel shortly after. In his mirth he forgets to pick up a case of bullets that has fallen beneath the television table. Possibly a big mistake, when they match the bullet taken out of Green Arrow by Doctor Mid-Nite...
