The General's communicator chirps, and the nasal voice of Dr. Sivana can be heard.

"I trust they didn't give you too much trouble, General? I expect you've already cowed them into obedience."

“Astute as ever Doctor” Eiling grunts “These men will make excellent subjects. Most of them have no families to speak of. All of them are considered criminals to the international community…urh. None of them will be missed.”

Betrayal meant nothing to a creature such as the General. The ends in this case certainly justified the means.

“The first phase is complete, now we have to move forward with phase two. Have you completed your task? Have you been able to locate our comrades?”

The General’s mind raced “A strategy is only as good as its core players. If all goes according to plan this will be a very good strategy.”

"Very good, a failure to plan is a plan for failure. Although we do not have the luxury...urh, of resting on our laurels. The sooner we gather a strike team the sooner we can enact our plans."

"Assemble the team. I will be there shortly."

If the good doctor and Eiling were to succeed the result would be unfathomable. Cheap, undetectable bio-bombs that could be deployed with only a moments warning. The thought made him swell with malevolent pride, so much so he didn't even mind the drool.
