Noah has restored most of his data center to operational status, but dealing with Chemo is beyond the scope of his capabilities at the moment. As the feedback is sent and that venue of inquiry is shut down, Oracle starts to access the Watchtower's computers. It should have enough power to contain Chemo, though it could take some time to get it into the best position to do so.
