Lack of belief in a higher power demands lack of belief in signs from any such entity.

No.

No, but I belief that some people think they see signs from a higher power, and sometimes something good comes out of it (other times, we just attack Iraq).

I do not believe in a higher power, but I believe insight can be gleaned from very odd places. I've had life-altering thoughts from seeing random objects which leads my brain down a road I didn't know existed before. Is that a sign from a higher power? I don't think so, but do you?

The problem is figuring out which (if you believe in signs) is the case.. is it coincidence? or is it truely a sign?

Signs from said higher power require a couple things; a) said higher power, b) belief that the power has enough interest (and ability) to send or create the sign, and c) ability to understand the sign (not necessarily correctly) when we see it.
Personally I can't really lay a yes or no on this one, but i like "flylikepeter"'s insight.

Possibly, but I think that for the most part what people see as "signs" from a higher power is really just their brain trying to rationalize something. If you want (or don't want) something badly enough you'll look anywhere to find validation. Tea leaves, clouds in the sky above...I suggest the magic 8-Ball (it's what I use)
