This is one of the things I love about British TV. There's rarely qualms about recasting an actor in a different role in the same series. Doctor Who is particular notorious for this. Nicholas Courtney played two different roles before he was cast as the Brigadier. Colin Baker was a Gallifreyan Guard before he was the Doctor.

And while it's occasionally disconcerting when the actor is back and you're supposed to remember (such as happened in the episode we watched last night), on the whole I think audiences don't notice, and the ones who do notice don't care (because, ultimately, they know it's a T.V. show and that these are actors). It's a laziness brought about by the fact that Hollywood has far, far more competent actors than it has roles. And when you start counting the incompetent actors as well...

M.A.S.H. was much the same way. Mako and Soon Tek Oh each played one or two roles per season, if I recall.

And yes, Hollywood definitely takes advantage of the seemingly endless pool of actors and extras. Most of whom are willing to show up on short notice and provide their own costume if asked.
