Since the Avatar's supposed ot maintain balance... what if the twins were the koi fish, trapped in human form? That would cause more of an imbalance, too. The twins could very well still be the twins, and have the moon and ocean spirits trapped within their bodies. It might go a little ways to explain some of their awkwardness.
This also, if it follows a basic pattern, may turn out to be a red herring. There may be a Boss involved. Not a minor boss, but a major one. The one we think may be Palpatine right now, may be Vader to Palpatine. We may still have the real culprit ahead of us. We know that it involves the Spirit World.
Frankly, I hope it's Koh, the Face Stealer. How many spirit entities would stand so much to gain, from an imbalance? Also, they only used him in the one episode, though he was mentioned a few times as well, and he really has villain potential.

And I agree, there's almost certainly more than just Unalaq playing villain here. But I don't know that we've seen enough to guess at who else is involved. Though there *was* that mysterious statue in the temple...

They really didn't plan much past the first season, sinec they were only guaranteed one season. That's probably why it's so rushed. One season at a time adds extra limitations. I hope they have an episode featuring the twins coming up (even Azula had her moments), if they are recurring characters and not for the sake of humor-filled Bolin moments.
