It was in the October 2004 issue.
According to a guy on NOW last night, who had presented just such a scenario to government officials, most of those in attendance weren't paying attention to his presentation but were instead, giggling amongst themselves in the back of the room.

The fact that everything he says is readily debunked is what makes this all the more circus-like. It's passed into the realm of the truly ludicrous.
