i had the same problem in that i moved from NSW into ACT and was on my learner licence. i decided to get some more lessons and then just go do the test. i ended up failing which i am pretty positive i wouldn't have if i had of done the test in NSW. but still you only get one opportunity to try. you cant just swap your NSW learner licence for and ACT one you need to do the learner test in the ACT to get your learner licence which is crapola. really you have nothing to loose by attempting your P test. worst comes to worst you will just have to get you ACT L's and then you are basically still in the situation you are in now.
you're right.. I really don't have anything to lose by just going for my P's.. and if I fail, then looking into the ACT learner's thing. Think I will practise reverse parallel parking a little, then give it a shot. :)
one thing to keep in mind is that they test on on every manuever. in NSW they only test you on two. you will need to be able to do hillstars, three point turns, reverse parallel parking, reverse driving and a bunch of other stuff.
