Abortion was not invented after WWII. Opinions on it varied widely then (as they do now), and the legality and availability varied widely as well (clichés about back alleys notwithstanding). My grandmother (when she was pregnant with my mother, in 1934) was strongly urged by her doctor to have an abortion, because of the chance that she (the grandmother) might not survive the delivery. She chose not to have one (obviously, or I wouldn't be here) and did survive delivery (though not without complications), but the point is that the choice was there. There's no reason to assume that Steve Rogers didn't already have an opinion on the matter before he became a Capsicle, and did not require a 21st century briefing packet.
That being said, it's still flame bait no matter how Steve's answer is written. He is a straight-shooter, though; so I don't see him being coy and giving a non-answer. Whichever way he feels, I'd expect him to come right out and say so. (I wouldn't write it either.)
