www.gutenberg.org has a truly dizzying selection
manybooks.net - haven't used it, but will.
www.planetebook.com - ditto
www.tor.com offers a weekly free book and wallpaper download.

I used to go to Gutenberg.org but I'd completely forgotten about it, so I'm excited to go back. :)

There's also fictionpress.com, which looks a lot like fanfiction.net except it only has original fics. I haven't read anything there, but I imagine it's hit-or-miss the same way ff.net is.
