I'd go with undoing the pleats ... and I'd also look for a dye (like at Dharma Trading Co.) close to the color that you want, so that you don't have to fuss with mixing colors (like the Procion in robin's egg blue, for example, though you might want to test it first to make sure the dye on that fabric will match your jewelry).

I'd take off the waistband.
Even if it dyes evenly, you might someday decide to use the fabric for something else and then you run the risk of it having not dyed the fabric inside the band or a funny undyed line where the stitches are.

You probably will have to undo the pleats for it to dye evenly. I hate undoing pleats, too. Thats why my pirate skirt is too big still. :)
